In an average year, this desert is a very dry place. Arica, Chile, in the northern Atacama holds the world record for the longest dry streak, having gone 173 months without a drop of rain in the early 20th century. In another Atacama neighbor to the south of Arica, the average annual rainfall in the city of Antofagasta is just 0.07 inches.

The Citizens of Nowhere

Greg Constantine has spent a decade photographing people with no documentation, and no rights. Working with various refugee groups and non-governmental organizations, Constantine has visited stateless communities in 18 countries—including Sri Lanka, Kenya, Kuwait, Crimea, Italy, and the Dominican Republic.

His new book, Nowhere People, gives an unparalleled view of what it is like to be denied citizenship. "In most cases, they cannot work legally, receive basic state health-care services, obtain an education, open a bank account or benefit from even the smallest development programs," Constantine said. "As non-persons, they are excluded from participating in the political process and are removed from the protection of laws, leaving them vulnerable to extortion, harassment and any number of human-rights abuses." Without passports or any identification papers, these families typically cannot travel to pursue a better life, and at the same time, are at risk of deportation from their own homes.

On October 17, Hungary closed its border with Croatia, blocking thousands of refugees still traveling from Mediterranean landing points to central and northern European countries, forcing thousands to shift their routes. An estimated 58,000 migrants and refugees heading to Germany and Austria have arrived in Slovenia over the last week alone. The smaller Balkan countries are still straining to cope with the influx of refugees, as they have most of this year. Colder weather has started making the journey even more difficult, as men, women, and children from war-torn and impoverished regions of the Middle East and Africa continue their journey north.
